Why can’t I turn in app purchases on?

My phone literally will not let me turn on in app purchases. I will click the button over and over and it will not turn green. I turn my restrictions on and off and then I try to turn on in app purchases and still nothing. I’m so confused.

Cannot make in app purchases I cannot make in app purchases only on one app. There is no message from Apple, it just won’t go anywhere once you click on whatever it is I wish to purchase. All other apps are fine, Apple ID is fine, payment is fine. I have tried loggimg out ID, back in, restarting phone....nothing works!!!

in-app purchases not allowed...but settings say otherwise So I keep getting a message that in-app purchases are not allowed on my iphone. YET, I’ve triple checked and 1) no passcode anymore 2) my settings say my phone allows in-app purchases.
