i just want to know that i lost my itunes id and password and my cell phone is in recovery mode but i made a new itunes id but its not working what should do i know?

Account recovery My new iPhone won’t download anything until I sign into my Itunes account which is different from my main Apple ID. Applethree it started with the apple id forgotten password, I can not reset my Password bcoz the account can not be verified.. then apple Id is locked and can not unlock due to account can not be verified. Last resort was account recovery.. did it for 5 times and all failed and not receiving instructions on the date of given during the account recovery process. I have 3 Ip8 plus registered with the same apple id.. i am still receiving IOS updates. but without my apple id's password we are not getting the best of the iphone 8+. one if the 3 iphone 8 + was disbled and needed itunes to to fix it. couldn't log in to itunes without a password... what do i need to do with iphone to fix it??

Depends, what does 'not working' mean ? Obviously if the phone has activation lock creating a new account won't be of any use.
