Apple ID disabled

So yesterday my dad was trying to download an app when in poped up with a message saying that the Apple ID has been disabled, so what I did is reset the password/changed it and still did not fix it. I have contacted apple support but I was not so satisfied with the support because it took along time because the reason is their computers kept freezing. If there is any help that can be provided please help.
