ID email help

I am trying to change my ID email. Every time it is saying that the email can not be used. I do not have an ID with this email. Just to make sure, I tried the "forgot my ID" and it says that an ID does not exist with this email. Help??

iPhone 6s, iOS 11.3.1, Apple ID

If you have used that email address with any other ID in the past it will not be valid. If someone else, perhaps unrelated has used that email address in the past, it will not be valid.
