Trouble with Maps with ios 7?

Greetings all,

My wife is still using her iPhone 4, so iOS 7.1.2 is the highest she can install. Since the EU Data Security Act went into force last week, she has not been able to use Maps - it can still load maps, but does not show (or apparently know) her position! Interestingly, her running app is still able to use it, so it is apparently not a hardware problem. Apple is clueless and says they do not support it and cannot help, but suggested that some wise people here might have an idea. I hope they are right! Any help would be much appreciated.
