How do i fix a new (feb 2018) ghost in the iphone X

Have you already tried to "force" restart your iPX? Often it helps in such situations.

Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the Apple logo.

When it appears, wait for your device to restart, then test it.

That sounds as if it could be a failing digitizer. If ProustGiulo's suggestion doesn't work, I'd recommend making an appointment at the Genius Bar at your local Apple Store.
