On your iPhone, if you are using iCloud Photo Library the photos stored in the cloud will appear directly in the Photos app.

If you are trying to access them from a computer, then you can log in to iCloud.com and use the Photos app there to view them. Or even use the the Photos app on a Mac or the iCloud Photo Library on Windows if you have iCloud for Windows installed.
