New books won't sync in iBooks - Symbol is a dotted iCloud?

Everything was working fine on all devices since last week, I added 14 new books the other day and noticed they didn't sync on my iPad or my iPhone. All other books are showing up fine.

The symbol on the new books on my Mac is the iCloud logo but it's dotted. I looked this up and it says this means waiting or waiting to be uploaded.

I can open the new books fine on my Mac but they are not uploading onto iCloud. I've trying restarting, and turning on and off iBooks on phone and iPad and nothing. It's very frustration because all the other books I have are showing up fine.

Tried quiting apps, restarting, turning iBooks on and off, turning iCloud on and off, deleted the books and re-adding, still the same issue.

Can anyone help me?
