My iPad won’t finish update

I recently ate the latest software version on my IPad 2. However it has got to wear the screen goes white and the word HELLO appears in different languages. When I swipe to go to the next page it takes me to “Choose a WI-FI network page. It is connected to my home WI-FI and when I click NEXT at the top right of the screen it goes to a screen saying Trying to connect, this may take a few minutes. But eventually it states unable to connect as server is down . I have tried everything. My WI-FI is working as I am using other devices on it. I have connected my iPad to iTunes on my laptop and have clicked Trust this device and then nothing happens !!! My iPad won’t go any further rendering it unusable !!! Please can you advise how to finish setting my iPad up ?
