I have recently changed my apple music account from individual to family, in order to add my wife to my account. She also had an individual account. Should she now cancel her individual account, and stop payment?

Yes. Her account would not be automatically cancelled. You would need to manually do so, or you would be charged for it yourself now that she is part of your Family Group.
