You can't make cell phone calls from an iPod Touch.

iPod Touch is not a phone.

iPods and iPod Touches never had this capability.

iPod Touches have no cellular capabilities, at all.

You need a cellular phone to make calls.

Best you can do is to use FaceTime, over Wifi, to video or audio call others using Apple iDevices or Skype for iOS to video or voice call, over Wifi, to other cell phone/tablet model users.
