I can’t download apps

when picking an app it asks for my password and it then says ok. the circle by the app spins and then asks me again to enter my password

Downloading Apps When I try to download an app it tells me to enter my password then it starts to act like it's done and then a screen telling me to review my iTunes account and when I review it tells me to enter my password again after I do that it just loops and keeps on asking for it.
