$650 got you one you cannot use.
While Verizon was required to sell unlocked iPhones, that is not the case for other retailers.,
If the iPhone was originally bought from say Best Buy, it would lock to the first carrier used. Verizon can then unlock it if the want to however.
You'll need to return it to Ebay and ask for a refund. If it was advertised as unlocked it was misrepresented.
The price you paid is so low that it's possible the phone is stolen. Have you verified that it is not activation locked? Go to Settings, tap on your name, then tap on iCloud. Turn off Find my iPhone. Can you, using your Apple ID? If not then the phone will stop working forever the first time you have to reset it.
Did you check for activation lock, as I suggested? Or would you rather risk being out $650?
A clean IMEI does not mean it was not stolen. As there is no reliable way to find out if the imei is “clean” you still don’t know whether it was stolen, or if the seller plans to report it stolen to collect the insurance after having your money. A very common scam.
The reason I keep harping on this is the price you paid is way below market, and if something is too good to be true it is usually not.
Everything works good without sim, but as soon as I put the att sim in it says sim not supported. So the phone is locked to Verizon for sure and needs to be unlocked. I am gonna have to return it to the seller. Thank u for ur help.
Return it. Go to an Apple store and buy an unlocked phone. Apparently Verizon is no longer complying with the FCC mandate to sell only unlocked phones. Or maybe it expired.
Did you buy the Verizon iPhone from Apple directly? From Verizon? Or from some other store?
If you wanted to use it with AT&T why did you buy a Verizon model exactly?
I believe that the agreement must have expired.

I bought Verizon knowing that its factory unlocked so I can use it overseas.
Well, evidently, by what Irdis has provided, that is no longer the case. The best thing is what Lawrence has said, to ensure an unlocked device, purchase from Apple.
The reason I bought of eBay because it was a lil cheap ($650) and can’t afford paying over $1000 for new one.
As already suggested, return it for refund and purchase a truly unlocked phone from Apple directly. And your good deal from EBay isn't a good deal at all if it doesn't work for you.
True, thank u 👍
No, it was not stolen, the imei is clean.
