My phone iPhone 7 Plus is on disabled mode and I didn’t do backup before and I want to unlock and end this issue but I don’t want to lose the data on the phone what is the solution ?

There is no alternative.


From this state you can do two things, restore from a backup (which you don't have) or erase the phone and install as a new phone.


If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled

Since it is disabled, and since Yiu did not previously make a backup, data loss is inevitable now. The only way to reset a disabled device is to restore it in iTunes. That will erase the device and return it to the original activation menu to be set up anew.


As always, a backup needs to be made and kept up to date before a disaster occurs. After the fact, you now have no options to save or keep the data on that device.
