You will have to ask the BBC that question. They develop the app and what content it will access.

World Cup 2018: BBC iPlayer to stream matches in 4K HDR - BBC News

The HDR kind they will use is HLG, which will be an option for select TVs. The sports games that BBC is planning to broadcast in 4K HDR will be limited to “tens of thousands of people”, not everyone. To gain access, viewers must be among the first to click on the relevant home screen button just after each stream starts. The BBC says audiences will need a 40 Mbps internet connection.
