Screen recording button greyed out

Hi! I have an iPhone SE, running iOS 11.4. I have been trying to get screen recording to work. I added it and the button is greyed out in the control center (when I swipe up). I tried turning it off and hard-restarting the phone, then turning it on again, and it's still greyed out. I cannot figure out what the problem is. The ability to screen-record is not restricted in my Restrictions...I have the slider turned to the 'off' position.

What can I do? I did the turn off/hard-restart/turn on routine several times but it's just not working.
