I think you have run into Activation Lock. If the watch is linked to *your* Apple ID login from a web browser and follow the appropriate steps in https://support.apple.com/en-us/ht201441
If you bought a used watch it is still tied to someone else’s Apple ID you need to have them login and follow the same process. There is no other way, if you can't clear Activation Lock the watch can’t be setup again.
