An iPad cannot send SMS text messages on its own. SMS is the type of text messages sent and received by cellular based devices.
To send these types of messages an iPad must be connected to an iPhone to use its Voice and Text connection to send these messages.

The answer is that the iPad is not a phone. It cannot send SNS Text messages. Instead the iPad uses the Messages app to send messages to other devices that have the Messages app, which must me Apple devices such as iPhones and iPads.
If you also have an iPhone you can use the Continuity feature to send messages from your iPad via your iPhone.
