how to open safari full screen as default

how do I have safari open full screen as a default?

iMac, iOS 11.4

System Preferences > General

Uncheck the box beside “Close windows when quitting an application”.

You can hide or show the Toolbar.

Safari > View

Click on "Always Show Toolbar in Full Screen" to select it.

A checkmark will appear beside the option. Click on it again to remove it if you want.

If this doesn't help, drag the edges of Safari window to fit the screen.
