Blacklisting is a carrier service. Apple does not get involved. Many, but not all, carriers honor each others blacklists. But thieves know the ones that don't. If your phone was blacklisted in the US or Europe it will most likely be blocked in the US and EU, but not probably in Asia. So that's where it will be shipped.

What Apple offers is Activation Lock. If you have enabled Find my iPhone you can go to https://icloud.com/find and mark your phone lost. Then it will be unusable anywhere in the world, so this is better than IMEI blacklisting.

When you loose your phone you can contact your carrier to blacklist your device. This is known as a IMEI block. When you do a IMEI block your device is added to a blacklist rendering your phone useless to other carriers. If you block the device via Find my iPhone, your device is functionally restricted. Doing both when successful can completely render your device useless.
