how is it possible to ask siri to call 911 while the Low power mode is ON

Hi everyone ...as far as I know “ hey siri “ is not available while the low power mode is ON. imagine a situation that you stuck somewhere and your iphone is 2 meter away of your hand ... how is it possible to ask siri to call emergency services while the low power mode is ON ?
