How to move music from a computer to iTunes?

I'm trying to move music for my PC to my iPhone through iTunes and its not letting me. I was able to do so for my iPod that I have.

If you are using Apple Music, You need to turn on iCloud music library Turn on iCloud Music Library - Apple Support
