Accessing User Library

I need to access my user library however all the information I can find talks about opening Finder and selecting "Go" or "Home" of which I have neither. I am running OSX High Sierra. I am trying to remove GENIEO from my computer. Any assistance would be greatly appreciated.

If you want to be able to see your User folder permanently open a new Finder window select your User/ Home folder, select View from the menubar then select Show View Options now check the box adjacent to the Show Library Folder.
