iCloud saying i have no storage when i do

My iCloud storage keeps telling me to update my storage because its full, even though there is plenty of storage, i tried to stop the problem by buying more storage but it keeps happening. it won't back all my photos up, does anyone know how to fix this ? this is what it comes up with, clearly i have 176 gb of storage.

icloud storage issues My icloud says it is full even though I have deleted all the photos as they supposedly take up 47GB/50GB. I went from 8,000 photos down to 3,000 but it still says I have the same amount of icloud storage. I have tried to restart my device and everything suggested.
