restore ipad after reset due to passcode disabled

I had to reset my ipad after entering the wrong passcode too many times and it became disabled. Is there any way I can restore my information back onto my ipad without having backed up to itunes or icloud? Also, I am now stuck on the "Enter Passcode" screen for icloud after trying to sync with my old account info. The activity wheel shows that it is still thinking after i entered my passcode. Its been more than an hour an still thinking. Is this normal?

iPad Pro Wi-Fi, iOS 9.2.1

Without a backup, you will have to start all over again. You can download past purchases for free as long as those items are still available for download and as long as you use the same Apple ID that you bought them with.

Redownload apps, music, movies, TV shows, and books from the iTunes Store, iBooks Store, and App Store - Apple Support

Any items that you were syncing with iCloud, will download after you get the iPad up and running again. That might include Contacts, Notes, Calender Events and Reminders.

It is not normal for your iPad to still be searching for an hour. Restart it and try again.
