Check Serial Number for Ebay Item
Is there a way to check whether an item on Ebay - in this case an Ipad Mini 4 - that has NEVER BEEN ACTIVATED - is not blacklisted or whatever due to being stolen ?

There is nowhere you can even check that it has, in fact, never been activated. All you can do is see if it is still in warranty with Apple, but that’s it. Otherwise, when buying from eBay or any other private party seller web site, you take your chances that whatever info the seller provided was true and accurate. Beware that, as many, many posts here attest to, it often is not.
There is no legitimate blacklist lookup site, no reliable stolen device database, no record of activations with either Apple, or for cellular devices, with a carrier. Your are buying a used device from a private party and are 100% in “caveat emptor” territory.
While you may be able to find out if it has warranty date, which would let you know if it has been activated, there is no way to check to see if it has been stolen, is Activation Locked, or blacklisted. However, blacklisting is reserved for cellular devices, and that information is not shared across carriers, so you may never see that either.

Michael Black thank you for the answer. I think however you CAN check something has not been activated, I tried that with Apple where you look for warranty info. It will say not activated, and then ask you for a purchase date or something like that to see if it's in warranty. But no way to see if someone reported it stolen before they actually activated it.
From what I'm reading here it sounds like if someone advertises on Ebay and tells you it's not activated, but they don't have a receipt, you can be almost sure it was stolen, of course there might be genuine ones sprinkled in the mix. One seller told me he is selling it for a "friend" who received it as a gift so there is no receipt - and coincidentally no box either. Yeh right!
Thanks Chris that looks like the best I can expect, to see whether it was activated, but looks like if it's not cellular Apple has no way of stopping people activating if it never was activated. Like I wrote to Michael in the other comment I'd have to assume chances are it's stolen if sellers say they don't have any kind of receipt or purchase information.
In the past, at least with Apple products purchased directly from an Apple Store or ordered online, I could check my warranty status as soon as I had the serial number, without even turning the device on. Activation has nothing at all to do with the warranty. Warranty starts on the date of sale, whether activated, used or even taken out of the box, or not.
The only time the self serve web site asked me for purchase confirmation was when an Apple store in CT was having internet issues the day I bought an iMac, so the sales record had been fubar’d or something.

I understand what you mean about warranty, I think I got confused, I used some third party web site and it told me the device was not activated, then wanted some money to see it was stolen or whatever. Yeh Apple's "Your Service and Support Coverage" asks you to sign in to provide purchase date.
