outlook won't open - updating

Hi,

Every time I click on my Outlook on my Mac, OS High Sierra, I get this msg:

You can't open the application "microsoft Outlook.app because it is being updated.

I've been getting this msg all day, and I've shut down and restarted several times.

Does anyone have any suggestions?
