That's not the version you're working with. That's pre-10.3. Some of those tools are in the upper left of the interface. Some are in the same place.
If your problem is that the Inspector extends all the way down, double-click at the top of the inspector to toggle this, and let the timeline extend all the way to the right.
Also, Command-0 (zero, not the letter) takes you back to the default layout if you ever get stuck.
