I recently learned that Verizon will NOT accept iPhones purchased at Costco. I prefer NOT to buy my phone from Verizon and would rather purchase from Apple. But will an iPhone 8, purchased from Apple directly be questioned by Verizon when I want to use it on my account?

To answer your question, no, Verizon should have no issues activating a iPhone meant for Verizon purchased directly from Apple.
Apple has an agreement with Verizon to sell phones for their service. So no reason for Verizon to not accept them.
That's really strange. At the Costco near me they have a representative that will activate it on Verizon right there in the store. They work with AT&T and Sprint as well.

Take the iPhone back to Costco. They're pretty good with refunds.
Then purchase an iPhone directly from Apple. You can use Verizon on an iPhone.
