Apple Intelligence is now available on iPhone, iPad, and Mac!
Google Assistant is NOT available in my country (Philippines). I need the app badly but it doesn't appear on the App Store. I've read articles like changing app store country/region to US for this app to be available. is it safe? or apple will block my device? thank you for your answers.

You need payment in the country of the Store you wish to use. So if you have a US credit card with a US billing street address, yes, you can change regions and buy from the USA App Store. Otherwise, even if you change regions, you will not be able to actually purchase anything from the USA store.

It is illegal to download an app not offered in your country.
It's not recommended to do so. Best you ask the app developer to offer the app in your country.
Apple do have your IP address when you download.
There are no paid apps I wish to purchase, only Google assistant. Can i choose the 'None' option since I dont have any credit card?
I believe you will still be required to enter a street address in the country of the store you wish to use. All you can do is try if you can switch and see if it lets you.
Is there another app that is similar that you can use? If you cannot get it how do you know you need it badly?
