I know that if you download an app and/or go through the computer, that it's possible to find deleted text messages and pictures through either iCloud or iTunes. If this is so, would the date, time and other photos it was sent along with, also show?

To the best of my knowledge, there are no apps that can tell you when a picture was deleted from your phone. There are certainly not going to be any that tell you if the picture was sent from the phone in Messages and when.
If the picture was sent using MMS (green) rather than iMessage (blue), you might be able to see that on the itemized phone bill (usually available on the carrier's website), but all that would tell you is that some picture was sent, not which one.
I would as this "someone that knows about iPhones" for more details.
Settings>Messages>Message History will tell you how long the phone is set to keep messages. The phone can be set to delete them as quickly as 30 days. If the picture were taken in the Messages app, it would never have appeared in Photos unless the person using the phone saved it to photos.
If this is a legal issue, I would suggest contacting an attorney.
