Why won’t my iPhone 7+ speaker work?

When I try to make a phone call my speaker comes in distorted or not at all unless I put it on speaker phone. However, my regular speaker does work if I reset my phone. Every time. I factory reset my phone and it still does it. I just don’t think it’s a hardware issue if it works when I reset.
