VPN issues using Personal Hotspot

I am running iOS 11.2 on my iPhone 7 Plus and use the Personal Hotspot to connect my Linux laptop to the internet using my 4G mobile internet connection.

I have a VPN set up on the laptop but this will not connect. I also have the VPN set up on my iPhone. If I connect the VPN on the phone this becomes shareable on the laptop through the Personal Hotspot.

I would assume the same would work with any device connected to the hotspot. I hope this information is useful

This was not an issue on iOS 12 or iOS 11. There have been no changes to the work VPN. I can confirm this by using my wife's iPhone 6 running iOS 11 and personal hotspot allows the VPN connection. I have tried personal hotspot using USB, Wifi and Bluetooth but no success. All other functions of personal hotspot appear to be fine - it's just that the phone is blocking the VPN passthrough. For clarity, I am not referring to the actual iPhone creating the VPN, I am referring to my Windows 10 Pro laptop creating the VPN when my iPhone is simply being used for personal hotspot. I have tried "Reset Network Settings" and "Reset Location & Privacy" on my phone but to no avail. My colleague has also tried his iPhone X running iOS 13.2.3 on his Windows 10 surface pro and he has the exact same issue. We are using a Cisco Meraki VPN - Layer 2 Tunnelling Protocol with IPsec (L2TP/IPsec). The common denominator is iOS 13.

iPhone X iOS15 hotspot I am using both iPhone X and iPad 2. Before upgrading my phone iOS15 I shared my mobile internet using my iPhone hotspot to my iPad. After upgrading to iOS15 my iPhone X's hotspot is supporting to my iPad which was running on iOS9.3.6. iPad (running on iOS 9.36)is connecting to all other(Android) hotspots and Wifi networks except iPhone X's, iPhone XS's and iPhone XI's hotspot which has iOS15 but the same iOS15's hotspot is connecting with other iphones which are having iOS15 and my windows laptop.
