iPhone for a child (parents having Android phones)

Some time ago I replaced my old iPhone with a new one. Then I decided to give my old iPhone to a friend of mine, who decided that she doesn't want it for herself but for her son who is 11. I obviously don't mind, however my question is - how will she manage her son's, since she's got an Android phone (actually, they don't have any Mac device whatsoever in her household)? I'm afraid, since I am the gift bearer in this case, I will be up to me to set up this iPhone properly in order to make it operable by a 11-year old and at the same time make it controllable by his parents? How can I do it? The child in question doesn't have a credit card yet, hence it won't be possible for him to make purchases from App Store, Is it possible to set up two Apple Accounts on one iOS device, making one of them a 'parent' account and the other a child account, so that the parent, by logging in to his/her account, could properly approve any eventual purchase the child makes?
Any advice will be great.
