Buy Book Grayed out

I have been working on this book and for a few weeks near the top right it would say number of pages and then it would say how much it would be. I honestly don't remember if the Buy Book button was grayed out or not.

Today I finished the book and it just says the number of pages with no $ Price and the Buy Book is grayed out.

I did not have billing info in iCloud, so I entered all of that. I am using a MacBook Air, running 10.13.5, and

Photos version 3.0 (3271.13.150). I have rebooted the computer.

Identical issue here. I did have my billing and shipping info in there, but I removed it all and reentered as suggested by a few other posts. Mousing over the greyed out Buy Book option had a pop up appear that said "No Internet Connection" which was not true. I was on my work wifi, so I disconnected and linked up to my iPhone's hot spot. Same issue. That pop up no longer appears now.

macOS and Photos are both fully updated. I have rebooted.

Another suggesting I saw was to attempt to make a print of a photo and tweak your billing info there. After clicking "prints" the Select a Size screen/page comes up, but none of the sizes are clickable. I am stuck here.
