Assuming the laptop is a Windows laptop and not a Mac:
You can plug the iPhone directly into the computer and copy the files from the DCIM folder like a digital camera.
Otherwise if using iCloud and iCloud Photo Library, install iCloud For Windows on your Laptop, and simply open the iCloud Photos library in Windows Explorer and copy the photos out to any other photo library.
