If moving to a new Mac and an Photos Cloud library is manually copied over via external hard drive, will the Cloud Library contents duplicate on the new Mac?

How about if Migration Assistant is used?

Is it safer to just star with an empty library and turn on the cloud library to re-download the entire library?

Use Setup Assistant as your method of migration, this will set up the new Mac to be very similar to the old. Mac. If you have already received the new iMac and turned it on the first time then it is too late to use SA. In that case use Migration Assistant.

The MOST reliable method is to use the old computers Time Machine or Bootable Clone EHD connected via USB cable to the new machine on either SA or MA.
