The phone sends a SMS to that number (in UK) when activating FaceTime or iMessage. If the carrier supports the iPhone, they shouldn't charge for that SMS. If the carrier doesn't support them, turn off iMessage and FaceTime in Settings to stop the SMSs.

This number has a history of phantom calls; Google it for more details.
