Hello, Victrin. Sometimes when your service is off/deactivated this can happen because the iPhone can't communicate with the carrier towers properly and cannot see your phone number on the sim. Sometimes there are workarounds, but they may not last forever since your service is deactivated through your carrier. You can try some of the following to see if it works, but it may not work forever so you'll have to repeat them when it says waiting for activation again. The permanent fix to this until you can reactivate your iPhone through your carrier is to use your Apple ID for iMessages, there will be an option under Messages in settings that allows you to do this and also for FaceTime. When you do this the person on the receiving end will see your Apple ID instead of your phone number as if you're using an iPod or iPad. The other way is to either reactivate your iPhone through a mobile carrier or reset your iPhone's network settings under Settings, General and Reset. This will forget any Wifi passwords you have entered into your iPhone so proceed with caution if you don't have access to the Wifi passwords you've entered into the iPhone.
