iCloud Photo Library is a syncing service. The photos on iCloud are the same as on a device where it is turned on and are accessed via the Photos app on the device. You can also use any computer internet browser and log into www.icloud.com.

If you don't have iCloud Photo Library turned on but do have iCloud Backup on the photos would be included in the backup. You cannot view the contents of a backup but can only use it to do a full restore or to set up a new device. See: iCloud: Restore or set up iOS devices from iCloud
