Website data not resetting to 0 bytes on iPad Pro

There are some persistent websites that cannot be deleted from Safari by either Swiping left and deleting from website data or clear history and website data. I had hoped that the last update would fix this problem but it hasn’t. Cleared completely 2 updates ago. Wish that Apple would fix this. I no longer have this issue on my iPhone 7s. Any suggestions?

Hi Eric thank you for taking the time to help. I followed your excellent directions to clear all the history on Safari using the bookmark/history area. I cleared all the history and there was nothing listed. I then went into the settings menu - Safari - website data hoping to see 0 bytes however this is what is there

These are the same ones that continue to be here no mateer how I delete them. This is my problem. Doesn’t happen on my iPhone 7s - it is 0 bytes.

Any other suggestions? Thank you.

This seems to be a major issue with Apple and the iPhone. I have been looking for days for a solutions and come up with nothing that deletes the web data items completely. It keeps these 0 byte websites no matter what I've tried to do. Apple needs to pull there heads out of their butts and fix this issue that has been going on since 2016. Yet, not a single fix has been done yet.
