Apple ID using wrong phone number and cannot recover account

I entered an incorrect phone number when I set up my Apple ID. Therefore the account cannot be verified via text message or phone call. I did an account recovery and specified I cannot use the phone number associated with the account but when I enter a valid phone number the recovery process tries to use the original invalid phone number. ???? How do a specify a valid phone number and recover?
