Assuming you know your restriction code:

Settings > General > Restrictions > [turn restrictions off]

Of course, if you don't know the current restriction code, it becomes impossible to remove it, otherwise, everyone would simply remove their code and the whole idea of restrictions would be pointless.

If you don't know the code, you must erase the device and set it up as new.
