My sisters iphone X recently shut off and when she tries turning it back on, some weird alarm sound that i’ve never heard starts blaring so loud. What should i do? I’ve tried finding a solution but i haven’t seen anything. 😟

What's happening is the screen stopped working. Not sure yet if it's a hardware or software issue (probably hardware). The weird and loud sound it's blaring when you press and hold Vol Up + Side Button is the iPhone placing an SOS phone call and messaging your emergency contacts.
What to do trying to force a restart on your phone, and that's done by a new key combination. It's not Vol Up + Side Button. It's "Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the Apple logo." If you, like me, don't see the Apple logo after 10–60 seconds, then your screen has a problem.

I also have this problem and I'm absolutely freaked out! Is this the only thing I can do??? I'm on a trip waaaaaay into the countryside and have absolutely no way to reach a Genius Bar or any kind of brick-and-mortar store or repair center.

You can try force restarting the phone. See this:
On an iPhone X, iPhone 8, or iPhone 8 Plus: Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the Apple logo.
The phone should restart. Except for reading this, I've never heard of this, but it is possible this will help until you can make a Genius Bar appointment.
Make an appointment at the Apple Genius Bar for service. If you need to find an Apple Store - Find a Store - Apple.
