Credit less than purchase price

I am required to use my credit up so I can change countries iand details in Apple ID. The problem is I can’t, as my credit is less than a purchase. What can I do with the credit? I know you can’t transfer credit in another country when you change details.

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
