Can I have multiple iTunes accounts on the same computer (Windows)

If you mean iTunes libraries, launch iTunes with the Shift key held down as needed, or use separate Windows user accounts.

If you mean Apple IDs, yes. Note that you may run into a 90-day waiting period if you try to redownload iTunes Store content from multiple ones.
