The file could not be opened by preview

I recently took photos off my iPhone and put them on my Mac, then I put them on a flash drive. After a couple days I wanted to look at the photos on the flash drive but finder says “ The file IMG_0923.jpg could not be opened, it may be damaged or use a file format that preview doesn’t recognize” I wanted to see if I could fix this because out of 200 of my photos, 100 of them say this. Can anyone help me fix this?!

Preview is mainly a .pdf file viewer, and if your Photos are too complex, they can not be opened in Preview.
