Do I need a SIM card in both devices when I transfer from Android to iphone?

I am new to iPhone but experienced with Macbooks. I want to move my stuff that is on my Android phone onto a new iPhone 5s. But my new phone won't work without a SIM card, and neither will my Android phone. How then can I transfer?

Thanks for that info and choosing the Apple Support Communities. It sounds like you want to transfer your personal data from your Android device to your new iPhone. To help with this issue, please follow the steps from this Apple resource, including these steps:

If you need help with the transfer

If you have issues moving your content, there are a couple of things that you can check:

  • Make sure that you leave both devices alone until the transfer finishes. For example, on your Android device, the Move to iOS app should stay onscreen the whole time. If you use another app or get a phone call on your Android before the transfer finishes, your content won't transfer.
  • On your Android device, turn off apps or settings that might affect your Wi-Fi connection, like the Sprint Connections Optimizer or the Smart Network Switch. Then find Wi-Fi in Settings, touch and hold each known network, and forget the network. Then try the transfer again.
  • Restart both of your devices and try again.
  • On your Android device, turn off your cellular data connection. Then try the transfer again.

Thanks for your swift response. I had in the meantime answered my own specific question. I knew that for my iPhone to work at all I had to insert a sim card. My problem was that if I removed the sim card from my android phone then that would cease to work. So I ordered another sim card from my ISP. I then found that without waiting for the new card to be activated both phones worked well enough for the transfer to work in accordance with the article you sent me.
