Apple ID is locked or disabled

If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.

There may be some data loss, but you can minimize it. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes. Messages conversations will be lost if they are addressed to the ID. See the article below for other places that the old ID should be removed. Also set up Family Sharing to keep access to your apps. What do you mean when you say that your apple id was "hacked" into? Do you mean the email address used for the Apple account? If so, your best bet would be to change the Apple ID on the account to a new email address.

That way, your retain the same account, and all of the purchases tied to that account remain intact.

If you for some reason absolutely had to have your previous Apple account removed by Apple, then depending on how your device was set up at the time your changed the Apple account, certain iCloud things like Contacts, Calendars, Notes, Reminders, etc. could have been moved to your new Apple account.

Purchases of any sort, however, would be lost since they belonged to the other Apple account. Without having any idea of what, exactly, was done on or to the Apple account that was "hacked", it is impossible to offer other ways of retaining as much info from the other account as possible.

There is no "transfer" function - everything has to be done using its own methodology.

If you can supply more information, we can provide some guidance that should be able to get most of your data back.

Best.
