You can't use an iPad to do that independently, but you can use one to place and answer phone calls from your iPhone. Yes you can make phone calls on your iPad Pro. I use Verizon as my carrier and they had to send me a SIM card. I have a separate device account for my iPad and can make calls From it alone with no need to go through my iphone. It has its own number but I can change it to my cell number and retire my iPhon. You can make VOIP calls from an iPad such as FaceTime, Skype, etc. You cannot make standard cellular based phone calls from an iPad without a tethered iPhone.
